From an insider point of view I can say that if you were, for example seeking a business loan or other funding for your business, any investor or lender that sees a tiny budget allocation for long term online investment would immediately reduce the score they give you for credibility. SEO after all is an ongoing long term plan and not something to throw a random figure at in the first month of a startup plan.

I remember once visiting an office and sitting down with the Director of a SME. There was a great atmosphere in the office especially around 11am when I was offered snacks and coffee.
